The Dubai Land Department (DLD) has approved a new system that allows the Palm Jumeirah Master community to set fixed service fees for three years. This is the first time such a model has been introduced in Dubai.
Under this new approach, jointly owned property (JOP) management companies can submit a three-year budget through the ‘Mollak’ system and get approval at once. Companies that prefer the traditional method can still choose to work with a one-year budget instead.
The aim of this model is to help stabilise service fees and improve long-term financial planning. By working with multi-year budgets, management companies can sign longer contracts with service providers, reducing uncertainty for both residents and investors.
According to DLD, the introduction of a three-year fee structure is a key step forward in developing the Mollak system and improving community management across Dubai. The model is expected to bring more transparency, strengthen market stability and support sustainable decision-making within the real estate sector.
The updated Mollak platform comes with enhanced digital features, better data integration and more efficient verification processes. These improvements will reduce administrative work, improve monitoring, and raise the overall quality of services delivered to property owners and residents.
Eng. Abdullah Ahmed Al Shehhi, CEO of the Real Estate Regulatory Agency (RERA), highlighted that Palm Jumeirah is the first community to receive approval under this upgraded system. He explained that the mechanism is available to all community management companies in Dubai and is designed to support steady service fees and long-term budgeting.
The announcement was shared during a workshop organized with Dubai Holding Community Management. During the session, the company’s Chief Community Management Officer, Francis Giani, explained that the three-year model will help them make better strategic decisions and plan community improvements with greater confidence.
DLD noted that this initiative reflects its commitment to adopting modern systems that meet the changing needs of Dubai’s real estate market. The department aims to increase trust, improve efficiency, and support Dubai’s vision of offering world-class living environments through advanced and innovative community management practices.
